What is KHMD?

  • Our goal is to explore whether thoughtfully designed relocation support, paired with access to affordable housing, can help people build stable lives while strengthening Pennsylvania communities.

    This is not about quick wins or headline numbers. It is about understanding what actually works, for whom, and under what conditions.

  • KHMD focuses on in-migration to Pennsylvania, particularly to Western Pennsylvania communities with affordable housing and available homes.

    We are focused on:

    • People relocating from higher-cost areas

    • Long-term housing stability, not short-term incentives

    • Communities that want to welcome new residents and grow responsibly

    The program is intentionally limited in scope so it can be tested, evaluated, and improved before any expansion.

  • Our intent is to design a program that is responsible, transparent, and evidence-based.

    That means:

    • Being honest about what we know and what we are still testing

    • Protecting participants from false promises

    • Sharing results publicly, including what does not work

    KHMD is a pilot. Its purpose is to learn and improve, not to rush to scale.
